I have always believed that any subscriber of telecom services in the India (or even outside) should follow the set norms of escalation for customer complaints.
1. Call up the your operator's customer care number (eg: 121 in case of Airtel),
2. Follow this with simultaneously an email to their customer care ID.
The above two steps are time taking and requires some patience. Nowadays, another problem is that all the service providers will try to troubleshoot through IVRs and will make all efforts to deny you the luxury of talking to a live.so  Those who want to avoid these mechanism and reach out directly to some senior officers of your service providers, here is a list which is given on TRAI's website Individual service providers have also mentioned their details on the website.

RELIANCE

You can go to this link and put down all the grievances and take my word, you will get a call in 2 to 3 days time.
Trai's link http://www.trai.gov.in/serviceproviderslist.asp lists all the service provider and there is a PDF file of each service provider with all the relevant names, email IDs, and mobile numbers.

AIRTEL
you can try going directly to http://airtel.in/reach_home.aspx?path=1/6/6/4&servid=1 and spend sometime to select your circle etc before you find out the person you are looking for.

VODAFONE

IDEA CELLULAR
I found Idea cellular's website to be very direct and helpful and all info at one place including that of Rajat Mukherjee, a very senior Idea official. It is surprising that his email ID has been put on the site unlike other cellular service providers who do not want customers to reach out to the top management.
